Jurčík Author-Workplace-Name: Mendel University of Agriculture and Forestry, Brno, Czech Republic Title: Public Private Partnerships and possibilities of their using in the field of Ministry of Agriculture Abstract: Public-Private Partnerships (PPPs) are based on co-operation between the public and private sector. The reason for using it is a lack of public financial sources. For this reason, in most PPPs the management and financing of the project is entrusted to the private sector. In the Czech Republic, the widest development area for PPPs in the scope of the Ministry of Agriculture is probably water supply. The further areas for using of PPPs in the scope of this Ministry are the following: forestry, flood protection, adjustment of water flow, security of water sources, builging of the strategic foodstuff store. Important attempts have been made within the last year to increase the implementation of PPPs in water supply. These attempts are based on operation models similar to the BOT (Build Operate Transfer) and the DBFO (Design Build Finance Operate). In addition, the Czech Parliament adopted a law No. 139/2006 Coll., on concessions procedure and concession treaty which entered into force in July, 1st, 2006 and which brings the legal framework for realisation of the PPPs. There are some legal barriers which limited wide using of the PPPs. It is in the case of public-private venture companies (the limitation is in public procurement law). Public-private venture companies - which refer to the situation where both the private and the public sector holds equity, and, consequently, the company is controlled by the private as well as the public sector - should be the ideal form of PPPs in the areas which are in the scope of the Ministry of Agriculture. Therefore, education and competences of agricultural adviser forms one of the direct determinants of farmers economical success. This fact produces demand of the agricultural advisers' knowledge measurement and press for their increasing. The AAC (Agriculture Advisory Competency) is a measurable value indicating the adviser's knowledge and competency. Its purpose is to show the expected quality of potential consultancy services depending on the agricultural adviser's education, experience, frequency of the knowledge improvement and past outcomes of his/her work. If the existence of the MAP (Management Advisory Portal) overviewing all adviser's activity and managing the complex educational process including the knowledge testing is supposed, the value of the AAC can be assessed and actualized continuously, based on the fixed criteria. The assessment of the multidimensional model for the initial value calculation and its following actualization depending on the events invoked by every adviser individually or coming from the outside was the subject of the research. Syrovátka Author-Workplace-Name: Mendel University of Agriculture and Forestry, Brno, Czech Republic Title: Income elasticity of demand within individual consumer groups and the level of income elasticity of the entire market demand Abstract: The paper is focused on the derivation of the mathematical relationship among the income-elasticity level of the entire market demand and the income-elasticity values of the demand functions of the consumers' groups buying on the defined market. The determination of the mathematical term was based on the linearity of the relevant demand functions. Under the linearity assumption, the income elasticity coefficient of the entire market demand equals the weighted sum of the income-demand elasticities of the differentiated consumer groups buying on the given market. The weights in the aggregation formula are defined as the related demand shares, i.e. as the proportions of the groups' demands to the entire market demand. The derived aggregation equation is quite held if no demand interactions (e.g. the snob or fashion effect) are recorded among differentiated consumers' groups. The derived formula was examined by using empirical data about the consumer behaviour of Czech households in the market of meat and meat products (Czech Statistical Office). However, the application potential of the achieved term for the income-elasticity aggregations is much broader within the consumer-behaviour analysis. In addition to the subject aggregations of the demand functions, we can also apply the derived formula for the analysis and estimations of the income elasticities within the demand-object aggregations, i.e. the multistage analysis of the income elasticity of consumer demand. Another possibility of the use of the aggregation equation is for the evaluations and estimations of the income elasticity of the region-demand functions in relation to the subregions' demands or reversely. Lechanová Author-Workplace-Name: Mendel University of Agriculture and Forestry, Brno, Czech Republic Title: The transmission process of supply and demand shocks in Czech meat commodity chain Abstract: Based on the results of price transmission analysis, the paper aims to explain the asymmetry of price transmission in Czech meat commodity chain, in the supply as well as in the demand direction. The transmission asymmetry in supply direction, i.e. e. from farmer to consumer (especially in case of price growth); can imply the existence of market power exercised by individual links of the chain, especially by processors or retailers. The transmission asymmetry in demand direction, i.e. from the final consumer to farmer, is treated as well, although the possible reasons behind the asymmetry are definitely not the same. Demand shock (rapid decline in consumer demand), which is often followed by price fall at the consumer level, can be caused by food safety hazards. They play very important role in the meat commodity chain, where higher risks of threatening the food safety standards are presupposed, especially in connection with the frequent distribution of animal diseases (such as the mad cow disease (BSE), the avian flu, the foot-and-mouth-disease), which is the main reason for demand-oriented price transmission analysis. Price transmission analysis is carried out in three steps. First, the extent of the transmitted price changes is measured by the coefficient of elasticity of price transmission (EPT), the results are presented in the form of matrix, which represents supply as well as demand direction. Second, the analysis of price differences is carried out in both directions. Positive as well as negative price changes are treated separately. As the last step, the impact of time delay on the price transmission process is assessed in both directions. The data used represent monthly prices (resp. their differences) in the period of 1997-2005 with the distinction on poultry, pork and beef branch of the chain. The analysis of the trends in revenues and costs is performed for the cattle breeding, beef cows and for the plant production of spelt, oat and potatoes. Costs are evaluated in the relationship with the direct and indirect costs. Revenues are traced with the help of per hectare yield, efficiency and market prices. Data of the selected file of the organically farming companies for the controlled commodities are compared with the same commodities of the selected file of the conventionally farming companies worked by the Research Institute of Agricultural Economics (RIAE) in Prague.
