The fault symptoms are, however, usually discovered in a different part of the system than that in which the fault occurs. On those occasions when it is not possible to identify the source of the fault based on the principle of absolute logic, it is necessary to apply a formal procedure. This contribution presents a new methodology, by the means of an application systems approach, for diagnostics of management and organisational systems. Tichá Author-Workplace-Name: Czech University of Agriculture, Prague, Czech Republic Title: Knowledge based case studies Abstract: In the present development of a knowledge society and with the increasing impact of knowledge on economic growth, case studies have become vehicles of knowledge which can both store and transfer it. Knowledge based case studies describe the best practices as well as solutions of complex problems. Knowledge in case studies is described in both written and symbolic form. The content and form of knowledge based case studies should be in mutual equilibrium. Knowledge based case studies are both descriptions of methods and algorithms as well as narratives. As narratives, they should have a relevant literary quality. Case studies can involve mass media into their structure and use simulation techniques as well as techniques of entrepreneurial games. Case studies can thus be both dynamic and flexible. Users can personally influence the behaviour and evolution of the process. They can choose their role in the process and can also change it whilst performing the solution. Social, cultural and traditional values are respected during all steps leading to solutions of problems. Ecological aspects and conditions of sustainable development are taken into account when solutions are analysed, recommended and accepted. Case studies present the best practices which enable users to provide benchmarking examples of their own solutions. Data bases of case studies should provide more dimensions containing descriptors which characterize the studies. In the following article, six descriptors will be recommended: domains, objectives, critical success factors, indicators, the best practices explanations and case characteristics. These enable to sort out, categorize, classify and stratify studies in a data base and are helpful in assessing their quality. A vertical structure of the data base facilitates classification and ordering of studies according to subject areas. A horizontal structure of the database enables classification of case studies from the user point of view. Zdeněk Author-Workplace-Name: University of South Bohemia, České Budějovice, Czech Republic Title: Comparison of the simplified system of direct payments with the system applied by the EU-15 Abstract: The simplified system of direct payments in 2005 is being compared in this contribution with the standard direct payments (a system applied in the EU-15) and with the system applied in 2004. Production and economic indicators exploited in this analysis were provided by the agricultural enterprises for the period 2003-2005. For the selected file of enterprises there were calculated the claims for subsidies according to various systems of direct payments administration and the volume of direct payments was recounted per ha of agricultural land. The enterprises were divided according to the LFA proportion in the total area of farmed land. The analysis was realized due to the means and in the frame of the project NAZV QG 60042. In literature, however, crisis is sometimes viewed as a potential opportunity for the company. This article presents the findings of the survey the purpose of which was to confirm or reject the hypothesis that crisis might become an opportunity for the company. The hypothesis being proven true, the survey further focused on the identification of factors that help companies overcome crisis situations and improve their competitive position with respect to that held before the crisis. Hrabánková Author-Workplace-Name: Czech University of Agriculture, Prague, Czech Republic Title: Proces analysis - the proposal of method for evaluation of the efectivenesses of the use of structural supports at the regional level Abstract: Regional development and gradual adjustment of the regions' economic and social level belong to basic priorities of the EU development strategy. Among others, structural supports serve to fulfill this aim. However, the sense of these supports is not to provide regions with a financial life-net, but, on the opposite, their target is to support realization of the development strategy in such a way so that the regions themselves activate their potential to a positive change of economic and social dimensions. A question of measurement of effectiveness of these expended means. The article introduces a proposal of the methodology (the original works of authors) which is called "process analysis". This method could in a simple and transparent way enable the monitoring and continuous and final evaluation of effects which had arisen within the application of structural supports. The proposal of methodology is an original proposal; the mentioned literature represents authors' publications which concern these problems in partial way.
