Those differences influence not only the farming business. The paper is aimed on five European Union member states - Czech Republic, Poland, Romania, Slovak Republic and Hungary. Based on the European Union regulations in the field of value added tax and the practical experience during its application, it is possible to identify the critical areas and to contribute to its correction and to provide the value added tax neutrality and efficiency on the European Union territory. Michalski Author-Workplace-Name: Wroclaw University of Economics, Wroclaw, Poland Title: Operational risk in current assets investment decisions: Portfolio management approach in accounts receivable Abstract: The basic financial purpose of an enterprise is maximization of its value. Trade credit management should also contribute to the realization of this fundamental aim. Many of the current asset management models that are found in the financial management literature assume book profit maximization as the basic financial purpose. These book profit-based models could be lacking in what relates to another aim (i.e., maximization of the enterprise value). The enterprise value maximization strategy is executed with a focus on risk and uncertainty. This article presents the consequences that can result from operating risk that is related to purchasers using payment postponement for goods and/or services. The present article offers a method that uses the portfolio management theory to determine the level of accounts receivable in a firm. An increase in the level of accounts receivables in a firm increases both net working capital and the costs of holding and managing accounts receivables. Both of these decrease the value of the firm, but a liberal policy in accounts receivable coupled with the portfolio management approach could increase the value. Efforts to assign ways to manage these risks were also undertaken; among them, a special attention was paid to adapting the assumptions from the portfolio theory as well as gauging the potential effect on the firm value. Zwolak Author-Workplace-Name: Agricultural University of Lublin, Lublin, Poland Title: The impact of fixed assets on Polish agricultural production Abstract: The power function was used to show the dependence of gross, final and sold output on the gross value of total fixed assets and on the ratios of this value to the productivity of these three production categories. Further elaboration included the characteristics of variable features. The system of independent variables employed in the study allowed for the estimation of both extensive and intensive utilisation of fixed assets in Polish agriculture from 2002-2005. The study showed the diminishing impact of the productivity of fixed assets and the decreasing productive efficiency of Polish agriculture from 2002-2005. This situation was caused by the relative stability in the generic structure of fixed assets and by a slow average annual rate of increase in new fixed assets (8.74%). This paper focuses on agricultural production. The farm manages 2 100 hectares of agricultural land suitable for growing potatoes, although the largest area is used for growing wheat. The range of produce remains constant. Regarding livestock, the corporation specializes in cattle with the steady head count 250 for the past 15 years. These are predominantly red and white cattle, optimized for both milk and meat production. The average annual production is 1 350 000 litres of milk and 250 tons of beef. The agricultural farm can be described as being a strong perfomer with a very stable base, good reputation and very attractive products, both of crops and livestock. In order to keep this enviable status, frequent internal and external environmental analyses are undertaken. According to the results of this study, 70% of the producers are the shareholders of the cooperatives, 49.2% of the producers are members of the National Chamber of Agriculture. In this study, 47.20% of total milk production in the farms is marketing to street sellers, 36.11% is marketing to small scale milk processing plants, 10.1% is marketing directly to consumer and 6.6% is marketing to dairy factories. Also, feed prices in the market are 5% higher than the prices of cooperatives. The main problems related to organization and marketing together are the lack of knowledge in production, low milk prices and the high cost of production. Ruiz-Canales Author-Workplace-Name: Miguel Hernández University, Orihuela, Alicante, Spain Title: Competition among agriculture and other sectors for water and land use: A case study of agricultural activity in the southern regions of Spain Abstract: The southern area of the province of Alicante (Spain) embraces the regions Vega Baja del Segura (The Low Valley of The Segura River) and Bajo Vinalopó (Low Vinalopó) in the Valencian Community. Although both regions have a growing residential, touristy and industrial potential, agriculture is still an important activity here. In this study, a characterization of agricultural land distribution in the southern regions of Alicante is carried out, regarding the main crops where the most important current problems are irrigation water shortage and low harvest prices. Incomes received by farmers according to the level of harvest prices and the evolution of these prices in the last two years are studied. Besides, prices have been noticed to keep stable at the best. The evolution of land for different uses, mainly industrial, is also estimated. The competition for land and water use with other sectors has significantly increased the amount of land for these uses and what is more, it is still on increase.
