An inventory management should also contribute to the realization of this basic aim. Many current assets management models which we can find in the literature relating to financial management were constructed with the assumption of book profit maximization as the basic aim. Houška Author-Workplace-Name: Faculty of Economics and Management, Czech University of Life Sciences, Prague, Czech Republic Title: User-oriented methodology of communication with expert systems Abstract: The article deals with communication between a user and an expert system, especially from the viewpoint of psychology aspects of the communication process. Psychological factor of the communication between the user and the expert system seems to be marginal, although it is a necessary part of a final methodology of the expert system development. Domain expert, knowledge engineer as well as IT expert, who takes part in the expert system creation, usually sets up a unified and static communication interface that is identical for all users. The communication process form highly influences user's satisfaction of working with the expert system and his willingness to reuse that system. User's satisfaction expressed by some metrics is one of the key indicators of both efficiency and effectiveness of the expert system. If the system is not used because of the user's discontent, the money spent for its creation cannot be understood as an investment (asset), but as an expense. In the article, there are classified the users from the point of view of their personality type and some recommendations for a communication project development in the frame of the methodology of the expert system creation are suggested. This economic as well as social phenomenon is often discussed, especially at the administrative level, nevertheless, it has not been exactly defined and methodically delimited yet. The comparison of average wages of farmers with average wages in inhomogeneous industry and with average wages in the very sector-differentiated national economy used today can be considered as problematic. In the paper, the possible system of income disparity monitoring is suggested which would remove the current deficiencies. Ogundari Author-Workplace-Name: Georg-August University of Göttingen, Göttingen, Germany Title: Resource-productivity, allocative efficiency and determinants of technical efficiency of rainfed rice farmers: A guide for food security policy in Nigeria Abstract: This paper analyses the resource-productivity, technical efficiency (TE) and allocative efficiency of rain fed farmers in Nigeria. The results of the parameters that enter the production function shows that herbicide has the highest elasticities, then seeds, followed by fertilizer and land while labour has the least contribution to output. Also, the result for the allocative efficiency based on the computed MVPx = Px show that none of the respondents optimally allocated the inputs. However, a greater number of the respondents were found to underutilized variables like land, seeds, fertilizer and herbicide (MVPx < Px) while a greater number of the farmers over utilized labour (MVPx > Px). But in both cases, it was revealed that the use of more labour decreased the rice production from the study faster than any of the selected variables. The mean TE index was found to be 0.75. This suggests that 0.25 of rice yield is forgone due to inefficiency. The significant gamma (γ) value of 0.873 establishes the fact that a high level of technical inefficiency exists among the sampled farmers. Extension contact and access to credit are found to be significant determinants of TE among the farmers. Hence, agricultural policy makers in Nigeria should focus on how farmers could follow appropriate farm practices in the course of technology adoption to prevent under utilization of farm inputs via the intensification of extension activities in the country and accessibility to credit by farmers should be given more priority. Pursuing these will raise the productivity and efficiency of rice production in the country in the long run. Applying the constructivist approach to utility function and creating utility function of regions, the author aims to explain the reasons of difficulties of interregional cooperation from the two above mentioned rational points of view. The conclusions are drawn on the case of the Asia Europe Meeting cooperation showing that a low integration of a participating region may hamper an interregional cooperation, and that the current economic policy of the EU towards the Asian region is on the right track.
