Template-Type: ReDIF-Article 1.0 Author-Name: Emilia HERMAN Author-Workplace-Name: Faculty of Economics, Law and Administrative Sciences, Petru Maior University of Tirgu Mures, Romania Title: Improving agricultural performance for the working poverty reduction in the European Union Abstract: The main objective of the paper is to highlight the impact of agricultural performance on working poverty in the EU countries, in the 2008-2013 period, for identifying some measures that need to be taken to increase the agricultural performance so that the in-work poverty reduces. The comparative analysis shows that agricultural performance, according to the agricultural indicators analysed and the phenomenon of working poverty vary significantly across the EU countries. The correlation and regression analysis results suggest that the high level of employment in agriculture in some EU countries can be mainly explained by the small scale agriculture, a high share of subsistence holdings and a low agricultural labour productivity. The results of the multiple regression analysis highlight that working poverty at the EU level is influenced positively by the employment in agriculture, and is influenced negatively by the economic size farm and land productivity. Moreover, the results show large cross-country differences in terms of agricultural performance-working poverty link, fact which emphasizes the need to take specific actions to improve efficiency of the EU agricultural sector for reducing the working poverty. The findings of the study can be useful for the policymakers to formulate policies for a decent and productive employment within a sustainable development of agriculture. The research into innovation systems concentrates on innovative regions mainly and these are especially the metropolitan and urban areas. By contrast, a small attention is devoted to the innovation development in the peripheral or rural regions. The aim of the paper is to apply the theory of the regional innovation systems typology and to find relevant indicators that can be used as a basis for the determination of the peripheral regional innovation systems at the level of Czech regions. Applying the point method and the cluster analysis, it was found out that the definition of peripheral regions fits the best the regions Vysocina, Usti, South Bohemia and Karlovy Vary. In the peripheral regions, the strategy of catching up with the more developed regions is recommended for the innovation policy. These regions should focus on attracting external actors, supporting businesses to be founded, and generally, support small and medium-sized enterprises and links to external clusters and knowledge organizations. For innovations to develop in this type of regions, it is essential and of key importance to gain a long-term public support from the state or the regional government. The aim of the paper is to evaluate the differences in the dynamics of profitability for two types of milk producers - specialized dairy farms and mixed farms - within the context of the agricultural policy changes. This aim is achieved by decomposing profitability into output growth, output and input price changes, changes in decoupled subsidies, technical change, scale, mark-up, and technical efficiency change components based on input distance function estimation. Based on the panel data obtained from the FADN database in the time period 2004-2011, it was found that the change in profitability was positive in the analysed time period, and slightly higher for the specialized dairy farms than for the mixed ones. The changes in output price, mark-up component and technical change are the main determinants of the development of profitability. Agricultural policy measures had different effects on these components. The strongest correlation was between the operational subsidies and the technical change and technical efficiency change, and this correlation was negative. Results obtained by the GMM panel model estimations suggest that distance is negatively related to IIT, implying that geographical distance is an obstacle for intra-industry agri-food trade. Moreover, factor endowments are ambiguously related to IIT as land is found to be negatively, while labour and machinery to be positively related to both sides of the IIT. Results also show that product differentiation fosters two way trade of the quality-differentiated goods as a positive relationship exists between the agricultural employment and IIT. As to productivity, all model runs show a negative relationship for HIIT but positive for VIIT, implying that low-quality product exports dominate the agri-food trade of the Baltic Countries. Furthermore, FDI was also found to have a negative relationship with IIT, suggesting that foreign capital does not foster IIT. The paper aims to find out which of these has had a greater impact on the viticulture profitability in the Czech Republic over the last twenty years. One of the frequently debated questions is whether a higher yield of grapes may also bring a high or moderately above average sugar content, and also whether the production for sale is profitable. The answer can be achieved either via the micro-appraisal (repeatable and many times conducted experiments) or via the macro-appraisal - collecting average data for the appraised region. For this paper, the macro-appraisal was chosen, i.e. the statistical survey for the Czech Republic between 1995 and 2014. The period of 20 years comes from an annual examination conducted by the Association of Winemakers of the Czech Republic on the grapes yields in their members. In the Czech Republic, the price in the grapes market is set depending on the variety of vine and sugar content. It follows from the 20-year statistics of the Association of Winemakers CR, that the profitability of grapes production for sale is not achieved by the sugar content but by the per hectare yield. The yield per hectare should vary between 5.5 and 7 t/ha (tonne per hectare) at the average sugar content of 18.5 to 21 oNM (between 11.0 and 12.5% volume of the potential alcohol). The grapes yield of more than 6 t/ha does not increase the profitability because the price offered by the purchasing companies decreases.
