The adjustment of agrarian business structure to the European agrarian structures during pre access period into the EU

The article deals with the preparation of the agricultural business structure for accession into the European agrarian structures in the pre-accession period. Main attention is devoted to the preparation of agrarian management and to changes in the macroeconomic area. From the viewpoint of the information mentioned above, the paper includes the explanation of the agrarian functions in the agrarian sector and prediction of the development of business base in the sectors of agriculture, food processing industry and services. The synthetic part deals with the integration and globalization tendencies in the agricultural and food production.

The influence of cost taxes on the development of agriculture in Slovakia

The author deals with the influence of cost taxes on the development of agriculture, mainly those taxes, which have an important impact from the point of view of forming an entrepreneurial environment in agriculture. Among the cost taxes, the impact of land tax, building tax, road tax and income tax is most important. The analysis also deals with the contribution to the insurance funds related to employees. This contribution can also be considered as a taxation. The article also gives a prediction of the expected development of the consequences of the accepted tax law changes.

External determinants of agricultural policy in the Czech Republic

The changes of the agribusiness impact on the competitive environment of agricultural enterprises

The market extension generally affects growth performance positively by allowing an expansion of markets, by increasing outside competition as well as by more rapid diffusion of new products, processes and research output between national economies. The positive effects of considerable market on productivity are indubitable. However, two other weighty phenomena of the process are necessary to investigate, effects of regulatory policy and market power exhibits. Agriculture as a sector belongs to those, where the support policies exist for a long time. Nevertheless, the last decades have witnessed considerable changes in this sector among most of developed countries and their agricultural/regulatory policies. It has been perceived, that the agriculture for 21st century cannot be separated from the other components of agri-food sector. The economic importance of the processing and finalization stages (i.e. food industry and food distribution) has increased over time. There are concerned inter-relationships between the market structures development and the crucial factors of the interconnected markets developments in the framework of production verticals of agricultural commodities. Reflecting the steadily more sophisticated supply side behaviour, solution is based upon the demand oriented approach explaining changes of the position of agriculture within the agri-food chain. Conflict of interest between the regulatory/agricultural policy and the market power of input supply and output processing firms and retail notably has increased dramatically. Economic manifestation of the increasing market power on the demand side as well as the impact of market interrelationships and change of policy regulation efficiency within commodity chains are characterised there. The position of agriculture within the agri-food chain has changed and the influence of farmers has decreased. Success of agricultural enterprises in achieving their operational goals is still more influenced by improvements in productivity and by competitiveness of other "links" of the agri-food chain.

Analysis of the yield milk effect on the economics of milk production

Relations between the level of milk yield and the economic results of dairy cows breeding were analysed on the base of operational and economic data received from 135 agricultural enterprises. The analysis was aiming at the optimization of milk production expressed by means of the cost function. By evaluating the above-mentioned relations, there was recorded a tendency of the faster growth of milk yield compared to the costs for market milk for one feeding day of a dairy cow. On the base of the expense function, there was expressed the maximum profit for a litre of market milk, the maximum profit for a dairy cow per year and the interval of profitability of milk production in 2000.

Evaluation of the financial situation of farms

The study deals with the comparison of financial situation of farms in the Czech Republic. Three groups of farms are compared - co-operatives, business companies and individual farmers. The data were analysed within the years 1994 and 2000. The analysis of financial situation was done by the means of indexes describing liquidity, activity and profitability as well as some other additional indicators such as labour productivity and costs levels etc.

Land relationships in Bulgaria

Agriculture is a traditional branch for the Republic of Bulgaria. The favourable agriclimatic and soil conditions further the growth of 145 agricultural crops and the production of various products, many of which have leading positions in the international market. The aim of this paper is to examine the nature and specific features of the reform of the land relationships in the Republic of Bulgaria during the period of transition towards market economy. The development of land relationships in this country reflects the economic interests of its society, which show their specific nature in the relationships between the owners and the leaseholders of the plots. It is typical for this country that during the collectivisation period, which took place in the middle of the last century, the land, being the basic production factor in the agricultural branch, was public property, the private character of which was never abolished. During the transition period, a process for restoring the land 'within its real borders' was started. This led to delay in the reform and a significant fragmentation of the land. The completed agricultural reform contributes to the recovery and precipitation in the process of developing of the land relationships in the country. A sign of this is the formation of land market. In the year 2001, 28 878.1 ha changed their owners, and another 280 000 ha were leased. The aim is, through active laws, to achieve synchrony of the social interests with the interests of the owners and leaseholders and to create conditions for optimisation of the production process in agriculture. A favourable economic environment will contribute to increasing the efficiency of the agricultural branch in the Republic of Bulgaria and to the formation of the land relationships, which will facilitate the process.

Intellectual capital and talents in agribusiness organisation development

Human resources are a key factor in the development and competitiveness of organisations. The concept of organisation's intellectual capital enables a complex and systematic look at the decisive organisation sources (including human resources). Talents - people with management skills and the so-called project talents play an important role within the frame of human resources. Talents - bearers of special endowments and abilities - are a decisive factor in the growth of the organisation. Partial probes carried out in agribusiness organisations have confirmed the significance of both theoretical concepts. At the same time, they have revealed that organisations utilise various kinds of talents the differentiation of which requires a more profound examination and analysis in order to assess, in a competent way, the contents and forms of education of young professionals, as well as the contents and forms of lifelong education in the field of agribusiness.

Active social policy as a chance for endogenous rural development

Since 1990s, the discussion about the Czech social policy emphasizes more the necessity to change this policy from passive state social policy towards an active social policy. The latter includes the activities of people in the frames of formal (e.g. NGOs) and informal groups, and therefore also the concept of civic society is accentuated in this respect. Although this concept might be understood in different ways, its common characterization is a spontaneous non-political self-expression of individuals and their groups (the activity that was suppressed before 1989). Through the self-expression, the individuals realize their particular interests. When thinking about active social policy in the frames of civic society, we might assume that the conditions for its implementation are better for the actors in small rural communities. These more favourable conditions are assumed due to the traits of rural communities - e.g. personal, non-anonymous relations, good knowledge and familiarity with particular social problems, etc. However, the actors who try to contribute to active social policy are constrained/controlled in their activities by other community members. The level of these constrains depends on the configuration of social and cultural capital (Bourdieu). The author of the text is for more than one year involved in empirical research in one Czech village. Using qualitative methods she investigates various social events and actors who participate in active social policy (in relation to those who are supposed to participate in this policy as responsible agents). The author assumes that the participation in active social policy is one of the sources of integrated endogenous rural development, while passive social policy (institutionally backed by the state) is more related to exogenous rural development. However, there is a question how the very actors (active members of rural community) do approach this participation and how the other members of rural community evaluate their activities in the sphere of social policy.

The development potential of Czech rural areas and rural tourism

In spite of the official goals of support for rural tourism promulgated by governmental bodies, rural tourism remains a marginal phenomenon. This lack of confidence in rural tourism has relatively deep roots. The basis for this is almost of an ontological nature and consists in opposition, although subconscious, against "commodified authenticity". Another source of this lack of confidence lies in the fact that rurality, the main attractive feature of tourism, has been substantially impaired as a result of trends in the 20th century. A third reason follows from the combination of rural tourism and mass recreation, as well as inadequate response by governmental bodies and authorities to the risks for regional stability, based on unmanaged mass tourism.

Histometric evaluation of meat products - determination of size and number of objects

In the framewort of the quantitative histologic evaluation of poultry products, the size and the number of bone fragments have been determined using the image analysis. Bone fragments were identified by their colour and analysed automatically. The samples contained 135 to 2167 bone particles the length of which varied from 5 to 2088 μm. Comparing products of the same kind, we found differences in the contents of bone fragments; this fact was possibly due to inadequate observance of the technological procedure by some producers.

Host specialization of different populations of ergot fungus (Claviceps purpurea)

In our previous study of Claviceps purpurea three populations were found: G1 on open localities, G2 from shady or wet habitats and G3 on Spartina stands of coastal salt marshes. The latter two are also chemoraces. In the Czech Republic, isolates of G1 and G2 were found. The ability of four isolates representing these populations to infect and develop sclerotia on different host species (Holcus lanatus, Helictotrichon pubescens, Phalaris arundinacea, Dactylis glomerata, Arrhenatherum elatius, Bromus inermis, Bromus erectus, Elytrigia repens, Avenella flexuosa, Lolium perenne, Poa nemoralis, Poa annua, and different cultivars of Poa pratensis) was studied along with their alkaloid production. P. pratensis and D. glomerata were infected by all the isolates and sclerotia were formed by isolates 207 (G1) and 434 (G2), and on two P. pratensis cultivars even by 481 (G3). Infection ability (formation of sphacelial stage and honeydew) was less host-restricted than formation of mature sclerotia. G2 and G3 strains infected A. flexuosa without sclerotia formation. L. perenne was infected only once by strain 207 (G1) without sclerotia formation. P. annua (natural host of G2), was infected by all isolates, but no sclerotia were formed even with G2 strains. From the two G2 isolates, strain 434 from Dactylis formed sclerotia on five host species, whereas isolate 475 originating from Phragmites stand formed only sphacelia. Composition of alkaloid mixture produced in sclerotia of the same strain from various hosts confirmed that host plant does not influence the type of alkaloids produced, only their ratio.

Influence of infection of a tree by Plum pox virus on further spread of the disease within a plum orchard

Occurrence of plum pox disease after natural infection was continually monitored between 1993 and 2000 in an experimental planting of plum trees where cultivars and hybrid seedlings were evaluated. All trees after finding symptoms of this disease were immediately grubbed. Summarization of the results has proved that infection of a tree significantly increased the risk of infection of neighbouring trees despite the fact that all infected trees were discarded. In the case of adjoining trees nearby, those within the same row increased their hazard by approximately three times and those between rows doubled their hazard in comparison with the average rate of infection of plum trees by PPV. This fact also highlights the significance of timely grubbing of affected trees immediately after an appearance of symptoms of this viral disease.

Production weight and its variability in 24 apricot genotypes over six years

Productivity and its stability were evaluated in a set of 24 apricot genotypes of the world collection and some promising new selections in 1994-1999. The productivity of most genotypes was higher than that of control variety Velkopavlovická LE-6/2. Genotypes with higher productivity in the years favorable for apricot productivity gave higher yields also in the years unfavorable for productivity. It was proved by a significantly close highly significant correlation (r = 0.64++). It is a reason for the necessary regulation of fruit set in highest-yielding varieties in the years favorable for apricot productivity when overproduction and undesirable reduction in the fruit size occur. The variability of yields in kg per tree, expressed by coefficients of variation over a six-year period, was high in the years of observation. The variability of yields was significantly lower in the years favorable for apricot productivity. To express yield variability the coefficient of variation and index of fluctuation can be used. Their similar conclusiveness was proved by the significant positive closeness of correlation between the values determined by both calculations (r = 0.51+). The varieties Vynoslivyj and Volšebnyj showed the highest and most stable productivity. From the producer's and breeder's aspects, of these two the Vynoslivyj variety is one of the most remarkable genotypes of the evaluated set due to its fruit quality and late ripening.

Specific productivity of selected apricot genorypes

Specific productivity and some correlations between growth and productivity were evaluated in a set of 24 apricot (Prunus armeniaca L.) genotypes in 1994-1999. Even though the planting stock came from the same nursery, was of even age and on the same rootstock, the tree size of genotypes varied from planting to a permanent site. Differences in the tree size of genotypes slightly diminished over the six-year period, likely under the influence of uniform pruning used for all trees. Nevertheless, tree size evaluated from the area of stem cross-section can be considered as a genotype disposition. It is proved by a positive, highly significant correlation (r = 0.84++) between the rank genotypes according to the area of stem cross-section in the fourth and eleventh year after planting. Confidence intervals also confirmed significance of differences in specific productivity. In total, specific productivity of twelve genotypes was significantly higher than in the control cultivar Velkopavlovická. A negative, significant moderate correlation (r = -0.40+) was calculated between tree size and specific productivity expressed as yield weight per unit area of stem cross-section. Weakly growing genotypes had higher specific productivity. The highest specific productivity was recorded in cultivars Vynoslivyj and Priusadebnyj and in LE-1321 and LE-390 hybrids. Of them, the most interesting for producers and fruit quality was Vynoslivyj with average fruit weight 47 g and harvest ripeness 11 days after Velkopavlovická.

New technologies and improvement of nursery stock quality

This four years experimentation work was aimed at research on using various waste organic materials and especially timber bark in cultivation substrates as a substitute of peat. Sixty-four special isolated cultivation beds were established for this purpose, each of 4.8 m3 volume, in which 11 variants of substrates consisting of different proportions of different components in several replications were tested. Standard substrates Horticultural substrate B and RKS I. were used as controls. Another variant was used as a control for growing tests of plants in containers. All tested substrates were enriched with hydroabsorbent TerraCottem. In some variants reserve fertilisers with slow release of nutrients (Silvamix Forte) were applied. For cultivation testing of studied substrates four ornamental tree species (Alnus glutinosa, Fraxinus excelsior, Salix alba, Salix matsudana) were chosen. The best evaluated variants were the ones containing 50 and 75% of bark in combination with sand. The worst was the variant composed of chips and sawdust. Thanks to the use of hydroabsorbents, even the variant containing 100% of sand appeared to be very good. The tested trees had different reactions to the different types of substrates depending on their species requirements. The limiting growth factor for Alnus was the content of water in the substrate. Similarly, the content of available nutrients in the substrate was essential for Fraxinus. The hardwood cuttings of Salix not only rooted into the substrate in a few weeks, but also formed aboveground parts of the required sizes. Obtained data on growth parameters differed according to the diversity of requirements of the different studied species.

Conversion of a forest managed under systems involving coupes to a selection forest on an example of the Opuky research areaOriginal Paper

This paper evaluates the development of growing stock, number of trees and diameter distribution of the standing volume in the Opuky locality where conversion to a selection forest has been the aim of management over a long period of time. With respect to species composition, the stand is divided into two plots. The initial condition and development of both plots differed. The favourable initial composition of the stand has gradually deteriorated due to delay in natural regeneration and therefore recruitment of young trees over a long period. The total number of trees on both plots has been low for target diameter of 51 cm. On the other hand, the growing stock has exceeded the model condition. The proportion of broadleaved species in the stand gradually increases, reducing the possibility of conversion to a selection forest in future.

The decomposition of wood mass under conditions of climax spruce stands and related mycoflora in the Krkonoše MountainsOriginal Paper

The mycoflora was investigated under the conditions of climax spruce stands in the Krkonoše Mountains in relation to wood decomposition. The areas under observation have been affected more or less by air pollution since the eighties. The average mass of deadwood found on the plots is 124 m3 per ha - the mass of fallen trunks is about 32 m3 per ha, mean value from total average. About 128 species of macrofungi were identified that besides others included 43 species of wood-decaying fungi. Also 54 mycorrhizal species were identified. Among the mycorrhizal fungi about 10 species were dominant, such as Laccaria laccata (Scop.: Fr.) Cooke, Lactarius helvus Fr., Lactarius mitissimus Fr., Lactarius rufus (Scop.) Fr., Russula emetica (Schaeff.: Fr.) Pers. and Russula ochroleuca Pers. etc. Concerning the volume of decomposed wood on monitored plots in climax spruce stands, the prevalent wood-decaying fungi are brown rot fungi. The proportion of brown rot fungi in wood decomposition is 60-95% of deadwood mass on the plots of climax spruce stands. A dominant species is Fomitopsis pinicola (Sw.: Fr.) P. Karst. causing the brown rot. Concerning the group of white rot fungi, the most important is Stereum sanguinolentum (Alb. & Schw.: Fr.) Fr., participating by 17% in wood decomposition on plots damaged by deer.

Relationship between crown characteristics and the radial increment of beech (Fagus sylvatica L.) in the Świętokrzyski National Park (Poland)Original Paper

The objectives of this study are to determine the relationship between crown characteristics and the radial increment of beech (Fagus sylvatica L.) and to specify the characteristics of beech trees with the radial increment above the average in the Świętokrzyski National Park. The following relationships have been found: the radial increment of beech increases as the degree of the freedom of the light part of the crown from neighbouring trees increases, and the increase in the relative crown length causes a significant increase in the radial increment. Most of the best growing beech trees are characterized by the light part of the crown confined in an area of up to about 55%, and the relative crown length spanning the range of 55% (trees 61 to 80 years of age at b.h.) to 76% (trees 21 to 40 years of age at b.h).

Natural loss of trees, recruitment and increment in stands of primeval character in selected areas of the Bieszczady Mountains National Park (South-Eastern Poland)Original Paper

In three investigated stands the highest increment (8.8 m3/ha per year, i.e. 1.5% of the actual stand volume, measured at the end of the control period) was reached by Jawornik I stand in the initial period of the growing up stage, and Tworylczyk stand in the advanced growing up stage (7.4 m3/ha per year, i.e. 1.2% of the actual stand volume). Jawornik II stand, in the optimum stage, the aging phase, had the lowest increment (3.9 m3/ha per year, i.e. 0.7% of the actual stand volume). The process of a natural volume loss was the most intensive in Tworylczyk stand (7.6 m3/ha per year), a little less intensive in Jawornik II stand (7.1 m3/ha per year), and the least intensive in Jawornik I stand (5.8 m3/ ha per year). The analysis of tree loss, recruitment, and increment, and the relations between these processes, can form the basis for a conclusion that stable stands developed in the Carpathian primeval beech forests in the years 1988-1998. Such steady processes can be used for the development of a stable, multifunctional model of the forest managed by the selection system, or the Swiss irregular shelterwood system in the Carpathian beech stands of a similar structure.

Occurrence, development and natural enemies of Pemphigus spyrothecae (Homoptera, Pemphigidae)Original Paper

In 2001, galls were analysed of Pemphigus spyrothecae Pass. taken in one- to three-week intervals from Populus nigra and P. nigra var. italica at 4 localities in Brno. Fundatrices matured in the first half of June and during the first half of summer produced about 50 offsprings. Virgines produced about 10 offsprings which grew up in winged sexuparae. The winged individuals started to occur in galls from the beginning of August. In galls with intact development, on average 500 aphids developed. Galls with intact development on P. nigra var. italica reached larger average dimensions and contained at least by 4% more aphids than galls on P. nigra. About 5% of fundatrices died already in the 1st instar and other 3 to 6% in higher instars by the beginning of reproduction. At localities under investigation, 7.5 to 39.0% of galls on P. nigra and 3.9 to 13.7% of galls on P. nigra var. italica were occupied by the fly Leucopis puncticornis Meig. (Chamaemyiidae). About 24.3 to 32.2% of galls on P. nigra and 23.3 to 49.3% of galls on P. nigra var. italica were occupied by the bug Anthocoris minki Dohrn (Anthocoridae). Hover flies Heringia heringi (Zett.) and Pipiza festiva Meig. (Syrphidae) killing aphids in 3.8 to 30.4% of galls on P. nigra and 6.5 to 6.8% of galls on P. nigra var. italica were an important regulator. In August (i.e. at the beginning of the formation of winged sexuparae), the majority of galls opened through primary slit-shaped or oval emergence holes. A part (7.8 to 19.5%) of galls with so far intact development, however, remained closed and all aphids contained in them died. Diseases (particularly mycoses) often participated in the accelerated dying of aphids. The effect of mortality factors on the gall size differentiation was evaluated in details. The galls do not cause any leaf area reduction. In the case of mass outbreak, they decrease decorativeness of poplars in street alleys. In August and September, liquid excrements fall out from the galls (honeydew) polluting the environment in villages and housing estates.

Determination of effects of desiccation and frost stresses on the physiological quality of Norway spruce (Picea abies [L.] Karst.) seedlings by measurement of electrolyte leakage from the root systemOriginal Paper

Two-year, bare-rooted seedlings of Norway spruce (Picea abies [L.] Karst.) were used in this study. The seedlings were exposed to artificial desiccation and frost stress after spring lifting. After exposure to these factors, electrolyte leakage from the root system was measured. The results showed that artificial desiccation significantly affected the rate of electrolyte leakage. The effect of desiccation was confirmed by the survival of plants and height increment (100% survival and 49% height increment of control seedlings in contrast with plants after 6 hours of desiccation: 9% survival and 2% height increment). On the other hand, frost stress did not affect the rate of electrolyte leakage (the rate of REL did not correlate with the intensity of stress treatment).

Radial growth trends of fir (Abies alba Mill.), beech (Fagus sylvatica L.) and pine (Pinus sylvestris L.) in the Świętokrzyski National Park (Poland)Original Paper

The objectives of this study are to determine a trend of the radial growth at breast height (b.h.) and to compare the radial growth of trees of younger and older generations in the XX century for fir (Abies alba Mill.), beech (Fagus sylvatica L.) and pine (Pinus sylvestris L.) in the Świętokrzyski National Park. In the investigated area fir, 41 to 200-300 years of age at breast height, gradually regenerated its radial growth after a very strong decline during 1971-1990, and most likely the process of vitality reduction and death of its stands of various age is slowly coming to an end. Pine showed a systematic decrease in the radial increment during 1885-1994, and there were no distinct symptoms indicating a change of this unfavourable trend. Beech showed no significant decrease in the radial increment during 1885-1994. In the Świętokrzyski National Park the differences in the radial growth between younger and older generations were noticeable only in the case of beech. The radial growth of trees of different ages was very similar in the case of fir and pine.

The objective of the paper is taxonomic evaluation of a woodland grape individual found near the Dyje river. The finders (Vicherek et al. 2000) determined the liana as Vitis vinifera subsp. sylvestris. Based on microscopic observations of bud sections some doubts were cast on the classification to the subspecies of sylvestris. Correct determination will be possible only on the basis of further observations of the found individual and its comparison with real members of the taxon (Čenkov, SR).

From the economic point of view the issue is comprehensive namely for its long-term character. At present, there is little experience in complexly understood economic calculations concerning the effect of climate change on forest management. Therefore a new methodology had to be proposed to solve the assigned task, i.e. to analyse the results of research on the effect of climate change on forest management. The issue is closely related to changes in production characteristics of commercial species, i.e. site quality and species composition or health conditions and rotation period of each species and stand. In this case it concerns with a higher proportion of deciduous species at the expense of conifers, namely spruce. This issue also includes the question of further afforestation of non-forest agricultural land, that means the question of land delimitation between agriculture and forestry.
